The NY Alliance is once again excited that Bruce Gyory will join us to provide NY Alliance members with an exclusive preview of the 2022 session of the New York State Legislature.

The first day of the legislative session is scheduled for Wednesday, January 5th. The NYS Senate and the NYS Assembly will convene in Albany at the State Capitol. 

The day will be historic as Governor Kathy Hochul will be the first woman to deliver the annual State of the State Address to a joint session of the State Legislature. As we understand, the speech will be delivered back in the New York State Capitol Building rather than the Convention Center of the Empire State Plaza. 

All eyes will be on the Governor. She not only enters her first Session as New York’s Governor, but she may be the only female candidate entering the 2022 Gubernatorial race. As leader of the State’s Democratic Party, it appears Governor Hochul maintains that historic edge given that she’s already leading the Executive Branch of government. Such advantage might be apparent given the recent announcement by the Attorney General that she ended her run for Governor.

It remains to be seen if Governor Hochul’s edge will play into her ability to successfully navigate the 2022 State Budget season and the remainder of the Legislative session that ends in June. The end of the session also coincides with the June Gubernatorial and State Legislative Primary elections meaning the first six months of the year will be busy for the Governor and members of the Senate and Assembly especially for those with contested races. 

Bruce Gyory, Senior Advisor with Manatt, Phelps & Phillips, will share insights into the Governor’s State of the State Address, what we might expect in the Executive Budget proposal to be released in mid-January, the political dynamics between the Hochul Administration and the Democratic-controlled State Legislature and how the Gubernatorial election and other key races may impact what will happen at the State Capitol.

Bruce Gyory is a senior advisor in the government and regulatory practice in the firm's Albany office. He has over 28 years of experience working as an attorney, and has served three Governors of New York, two as a senior advisor. Bruce provides his clients with assistance in managing the political, media and communications challenges facing institutions and businesses in today's marketplace.

Prior to joining Manatt, Bruce served as a strategic consultant for Corning Place Communications, where he advised on a variety of political and communications challenges.

Bruce is an Adjunct Professor of Political Science at the University of Albany, focusing on national and state voting trends. He has extensive experience in the fields of higher education and healthcare, and with academic health centers.
